Investment Objectives

The board's guiding principles with respect to the investment of MOSERS' assets are to preserve the long-term corpus of the fund, maximize total return within prudent risk parameters, and act in the exclusive interest of the members of the system. In keeping with these three primary guiding principles, the board has established the following investment objectives:

  • Develop a Real Return Objective (RRO) that will keep contribution rates reasonably level over long periods of time absent changes in actuarial assumptions.
  • Establish a risk balanced allocation policy that is expected to meet the RRO, while minimizing the impact of the fund’s volatility on the contribution rate.
  • Maximize the return per unit of cost of the investment program through the efficient use of internal and external resources.
