Nature of Request
MOSERS is soliciting proposals from providers that can provide administration, recordkeeping, and education services. Trustee and custodial services will be considered within this context as well. Any organization that submits a proposal in response to this RFP shall be considered a Third Party Administrator (TPA) and be held to their responses to this RFP.
The purpose of the College & University Retirement Plan is to provide a retirement benefit that provides the interstate portability needed to facilitate the recruitment of teaching personnel at the regional colleges and universities. RSMO 104.1200 to 104.1215.
- January 12, 2017 – RFP distributed
- February 28, 2017 – Proposal responses due
- March 2017 – Selection of finalists
- April 2017 – On-site visits and hiring of TPA

Nature of Request
The Missouri State Employees’ Retirement System (MOSERS), Jefferson City, Missouri is seeking an actuarial firm (contractor) to serve as MOSERS’ retained actuary to perform annual pension fund valuations, GASB 67 & 68 reporting and related pension consulting services beginning June 1, 2017. These services include, but are not limited to, the June 30, 2017 annual valuations for the Missouri State Employees’ Plan (MSEP) and the Judicial Retirement Plan (Judicial Plan) administered by the MOSERS Board of Trustees.
MOSERS Background Information
MOSERS is an instrumentality of the State of Missouri vested with the powers and duties specified in state law. MOSERS provides retirement, survivor, disability, and life insurance benefits to its members. MOSERS is also responsible for managing an $8.2 billion dollar portfolio of investments held in trust for the payment of member benefits. MOSERS also administers the state employees’ deferred compensation plan and a defined contribution plan for certain educational employees. MOSERS is located in Jefferson City, Missouri.
MOSERS administers two retirement plans (MSEP & Judicial Plan) covering most state employees. Employees of the Department of Transportation, Highway Patrol and the University of Missouri are covered by other retirement systems.
The plans administered by MOSERS include the MSEP which covers the majority of state employees and has separate benefit arrangements for general employees, legislators, and elected officials and the Judicial plan for judges.

These members represent 19 total employers (for purposes of GASB 68 reporting). All plans administered are actuarially funded using an entry age actuarial cost method with level percent of payroll amortization of unfunded accrued liabilities. Closing Date for Receipt of Proposals
The proposal must be received by 4:30 p.m. Central Time on February 22, 2017 for the respondent’s proposal to be considered. There is no expressed or implied obligation for MOSERS to reimburse responding contractors for any expenses incurred in preparing a response to this request. MOSERS also reserves the right to request additional information or clarifications from respondents, or to allow corrections for errors or omissions at any time during the evaluation process.
Proposals meeting the requirements set forth in this document will be evaluated by MOSERS’ staff, culminating with providing the Board of Trustees (Board) with a recommendation for a contractor.
