The start of a new year brought some changes
to the MOSERS Board of Trustees.

Marsha Buckner
Marsha Buckner was elected as Chair of the MOSERS
Board of Trustees in January 2005. She began her
four-year term on the board in January 2003. Ms.
Buckner is currently employed as the Director of
Administration for the Division of Drug and Alcohol
Abuse at the Department of Mental Health.

Representative Todd Smith
Representative Todd Smith was elected as Vice-Chair
of the MOSERS Board of Trustees in January 2005.
He began his term on the board in November of 2002
and was reappointed in November 2004. Rep. Smith
represents parts of Lafayette, Pettis and Saline
counties (District 114) in the Missouri House of
Representatives. |

Treasurer Sarah Steelman
As Missouri’s new State Treasurer, Sarah
Steelman became an ex officio* member of the board.
Prior to becoming treasurer, she served two terms
as a State Senator. Other positions previously
held by Treasurer Steelman include: deputy director
of the Department of Natural Resources (Division
of Geology and Land Survey), economist for the
Department of Revenue, and as adjunct professor
in economics at Lincoln University. In addition,
she has served as executive director of the Big
Brothers and
Big Sisters Program in Rolla.
Treasurer Steelman holds a bachelor of arts degree
in history and a master of arts degree in economics
from the University of Missouri. She and her husband,
David, reside in Rolla with their three children.
*Ex officio means by virtue of an office or position.

Senator Jason Crowell
In 2004, Jason Crowell was elected State Senator
representing District 27. Senator Crowell was
appointed to MOSERS’ board by the president
pro tem of the Senate. He actively serves on numerous
committees including:
- Pensions, Veterans’ Affairs and General
Laws (chairman)
- Financial, Government Organizations, and
Elections (vice-chair)
- Economic Development, Tourism and Local Government
Judiciary and Civil and Criminal Jurisprudence
- Gubernatorial Appointments
Prior to being elected Senator, he served two
terms in the House of Representatives. During
his second term, then-Representative Crowell was
elected to serve the chamber as majority floor
leader, a legislative leadership position responsible
for setting the agenda and bill order for floor
debate.
Senator Crowell earned his bachelor of arts degree
in economics from Southeast Missouri State University
and his juris doctorate from the University of
Missouri. Senator Crowell is an attorney with
the Cape Girardeau firm of Osburn, Hine, Kuntze,
Yates and Murphy, LLC.

Senator Tim Green
Senator Timothy Green represents District 13, part
of North St. Louis County.
Senator Green was appointed to the board by the
president pro tem of the Senate. He is the grandson
of former State Representative Thomas Walsh, who
served from 1944-1972.
From 1989-2002, Senator Green served in the House
of Representatives. He served as budget chairman
during his last two years as a representative.
In addition to his legislative duties, Senator Green
works as a construction electrician for Briner Electrical
Company.
Senator Green received a degree in business administration
from the University of Missouri. He was also a graduate
of the Electrical Industry Training Center (IBEWNECA).
Senator Green resides in Spanish Lake with his wife,
Lisa Ann, and their two children. |

Mike Keathley
In January, Michael Keathley was appointed the commissioner
of the Office of Administration. This position is
appointed by the governor with the advice and consent
of the Senate. As commissioner, he will serve as
an ex officio member of MOSERS' board. Prior to
being appointed to his current position, Commissioner
Keathley served as Senate Administrator for three
years.
As Commissioner of Administration, Keathley oversees
the state government's daily operations. In addition,
the commissioner appoints the directors of the divisions
who are responsible to him.
Commissioner Keathley is a graduate of Vanderbilt
University. He and his wife, Julie, and their two
sons maintain homes in Jefferson City and Dexter,
Missouri. |

John Russell
Former Senator John Russell was appointed by the
Governor to MOSERS' board. He previously served
the board as a Senate appointed member.
In 1971 and 1972, Mr. Russell served as minority
floor leader in the Missouri House of Representatives.
He was elected to the Senate in 1976 and served
through 2004.
Mr. Russell was a corporate officer with the Detroit
Tool Company, for which he now serves as a consultant.
During the Korean War, he served in the Air Force.
Mr. Russell graduated from Drury College in Springfield
and received an honorary doctorate degree from Southwest
Baptist University.
Mr. Russell and his wife have three children. |
