2008 Annual Optional Life Enrollment
Eligible members will receive their 2008 Annual Optional Life Insurance enrollment form in the mail in the next few days. The enrollment period is October 1 to October 31, 2007, and any changes will take effect January 1, 2008.

Eligible members may increase their optional life coverage by web, by phone (800) 827-1063, or by mail during the enrollment period.

Dependent Child Coverage Age Change
Recent changes to health insurance for dependent children prompted a similar change to dependent child life insurance coverage. Effective August 2007, dependent child life insurance coverage will cover qualified children to age 25 rather than age 23. This change will automatically apply to those children presently insured during the month of August. If a child had already turned 23 and had coverage terminated before August, the member would have to provide a medical history statement to obtain coverage again. Remember--qualified dependents means your unmarried child from live birth to age 25 and includes adopted children, stepchildren or dependent grandchildren living in your home, or a child for which you are appointed legal guardian.

2007 Legislative Changes
Senate Bill 406 included numerous technical clarifications related to MOSERS. A few of these changes should be brought to your attention. Each of these went into effect 8/28/07.

Benefit eligibility for MOSERS was modified to cover positions requiring 1040 hours rather than 1000. This change was offered to mirror PAB rules and to support the original intent that half-time positions be covered by the system.

Purchase service provisions were modified to preclude contract service purchases.

Purchasing service must be completed prior to applying for retirement. This change was offered to assure that applicants receive the most accurate benefit estimates possible during the application process.

Plan and benefit payment elections cannot be changed after the first payment is issued. This is not really a change to our present practices, but worth mentioning as an important reminder.

Reemployed retirees will be required to work at least one year in order to earn a second retirement benefit. Any reemployment periods less than 12 months will not earn an additional annuity.

New and Improved Rumor Central
Be sure to check out our redesigned Rumor Central page on MOSERS’ website. Click on “Questions and Answers” and you will be able to see both current and archived Rumor Central question topics. You can instantly see questions and answers related to a particular topic (such as “BackDROP,” “Rule of 80”) by clicking on the topic name from the list on the right side of the page. You can also browse through topics by the date they were posted.

HR Conference Reminder
Reminder: The HR Conference is coming up on the 25th of this month at the Country Club Hotel in Lake Ozark. Online registration ended on August 24, 2007, but if you would like to attend you may still do so by calling Betty at 573-632-6196 (while seats are available). There are no more rooms left at the Country Club, but the Baymont Inn & Suites is taking reservations for any overflow at the same rates if you tell them you’re with the conference. Their number is: 573-365-2700.

Electronic Forms Receipts in 2007
For the first time, MOSERS received more forms electronically than by paper. We had a spike in electronic forms receipts as a result of the Annual Salary Verification Report that was available for the first time online this year. Fifty-six percent of all forms were received electronically and forty-four percent were received by mail. Thank you for submitting your forms electronically. It improves accuracy, processing time, and reduces costs for everyone.
