2004 Legislative Summary


SB 1195 – Juvenile Court Employee Service

Senate Bill 1195 was recently signed into law by Governor Holden, with an effective date of August 28, 2004. The main focus of the bill is to allow juvenile court personnel to receive credit for service rendered in a full-time position that was financed in whole or in part by a public or private grant prior to July 1, 1999 (grant service).

If you had any of the following juvenile court service, please contact a MOSERS benefit counselor at (800) 827-1063 to request the appropriate form to apply for the additional credit. For your convenience, the forms are also available through the links below. If MOSERS already has a record of your qualifying grant service on file, we will add the additional service to your record automatically and notify you once that process is completed. In that event, it will not be necessary for you to apply to receive credit for that service.

Juvenile officers employed in a single county circuit on and prior to July 1, 1999 may:

  • Elect to transfer service from the Local Government Employees Retirement System (LAGERS) to MOSERS (forfeits service with LAGERS) at any time if your juvenile court employee service was covered by LAGERS. The bill lifted the previous six-month election window.
  • Receive creditable prior service credit based on your grant service.
  • Be eligible for a refund of the amount paid if you purchased service credit based on your grant service (pursuant to Sections 104.344 or 105.691, RSMo).

The provisions of this legislation apply to all active and retired members of MOSERS as well as vested members no longer working for the state. Eligible retirees will receive a benefit adjustment to reflect what they would have received had their benefit been initially calculated to include their grant service.
